@neufotomacher - That goat (was) the elected mayor of the next town over. ... It seems funny, but it gets dark. That next "town" is a private resort (in the middle of a public land) that keeps 2 goats drunk and locked in a cage next to a gas station, for tourists to view. So the mayor is a drunken jailed goat, which is funny and not funny.
